Poor policy enforcement, lack of consistent monitoring, and inadequate awareness among farmers and fishers allow the practice to persist. Strengthening regulatory enforcement, enhancing monitoring mechanisms, and implementing stiff penalties are essential to protect stakeholders and promote food security.
